A 16-year-old girl who died after getting hit by one car and run over by another on New York Avenue on Friday evening was identified by police Monday as Tarsha Jackson of Northwest Washington.

D.C. police have said Jackson was struck about 6 p.m. Friday while crossing at First Street NW. Police said she was walking south to north, and was east of the crosswalk.

She was struck by a Pontiac Bonneville being driven east, police said. Moments later, police said she was run over by a tan Sport Utility Vehicle with District license plates. Police said the driver of the Bonneville, which had a green light, stopped; the driver of the SUV did not.

Jackson died about 2:15 p.m. Saturday at a local hospital. Police said they are looking for the driver of the SUV.

Murder Charges Filed Following Car Accident

Car accidents are usually unintended occurrences. They are generally caused by negligence and other reckless behaviors. Unfortunately, car accidents can also be deliberate.

Two alleged gang members were charged with murder Friday for their roles in a police chase that ended in a fatal Christmas Day crash, prosecutors said.

Darrell Williams, 22, of Pasadena, and Brittany Washington, 21, of Los Angeles, were each charged with two counts of murder, three counts of assault with a deadly weapon and one count of being a felon in possession of a firearm.

The complaint also includes gang allegations for both suspects, the Los Angeles County district attorney’s office said in a statement.

Prosecutors are asking that bail be set at $3.1 million for Williams and $2.1 million for Washington.

Williams is alleged to have been behind the wheel of a Dodge Durango with Washington in the passenger seat when he failed to pull over for a traffic violation about 8 p.m. Tuesday. He then led a Pasadena police officer and FBI agent on a brief high-speed chase before colliding with a van at Marengo Avenue and Maple Street.

The impact killed Tracey Ongtan, 25, of Glendale and Kendrick Ng, 11, of Daly City. Three other passengers were seriously injured in the collision.

During the pursuit, one of four people in the fleeing SUV discarded a loaded handgun that Pasadena police later recovered. While officers arrested two other passengers in the SUV, prosecutors declined to press charges against them.

If convicted, Williams and Washington face life in prison. They were expected to be arraigned Friday at L.A. County Superior Court in Pasadena.

Survivors Of Christmas Day Plane Crash Speak Out

Aviation accidents are not supposed to happen on Christmas Day. What’s more, they’re not supposed to happen to us. When they do occur, their effects can be devastating.

Survivors of a Christmas Day crash-landing of an airliner in Myanmar told terrifying tales of escape Wednesday as carrier Air Bagan apologized for what it called the worst accident since it started flying in 2004.

Details of the crash remain unclear but airline officials told a news conference Wednesday that they found the plane’s two black boxes and were investigating what went wrong. So far, officials have blamed heavy fog for the aircraft’s crash into a rice paddy field where it burst into flames. Two died and 11 were injured, including four foreigners.

The Fokker 100 jet was 21 years old but passed inspections at annual renewals of its air worthiness certificate, the officials said. On Tuesday, it was carrying 71 people, including 48 foreigners, from the city of Yangon via Mandalay to Heho airport, which is the gateway to the popular tourist destination Inle Lake.

The plane came to a stop and they felt relief – then panic.

Passengers rushed up the aisle to the front door, which was initially stuck shut.

The door was quickly forced open and passengers raced from the plane, some in shock and some suffering smoke inhalation. Once on safe ground, the pilot and co-pilot had bloodied faces and other people had serious burns.

A flight attendant told reporters Wednesday that the crew realized something was wrong only when the plane hit the ground.

The accident has raised concerns about the safety standards of Myanmar’s overburdened airlines as foreign visitors have flocked to the Southeast Asian country which is emerging from a half-century of military rule.

Air Bagan is one of a half dozen private airlines that fly domestic routes in Myanmar. After one plane was destroyed in Tuesday’s crash its fleet now consists of five planes, including four ATR turboprops and another Fokker 100, which is no longer made.

Air Bagan has said “the plane hit electrical cables about a mile (1.6 kilometers) from Heho airport as it descended and landed in rice fields.”

The Information Ministry said the pilot mistook a road near the airport for the runway before stopping in a nearby rice paddy. It was unclear if the plane made its crash landing on the road or the rice field.

All fatalities were Myanmar citizens, including a man riding a motorcycle where the plane came down and a tour guide aboard the plane. There were earlier reports of an 11-year-old child also among the dead.

The Russian-made An-72 crashed about 7 p.m. local time (8 a.m. ET) about 12 miles from the city of Shymkent near the border with Uzbekistan, Kazakhstan’s Committee for National Security said in a statement.

Without specifying further details, authorities said an investigation was opened into the crash. No cause was given, but southern Kazakhstan over recent weeks has been buffeted by winds, heavy snows and low temperatures, causing widespread flight delays.

An eyewitness said he heard a loud explosion and saw flames at the crash site, the station reported.

The plane was carrying a crew of seven as well as 20 servicemen.

Kazakhstan’s acting border service chief, Turganbek Stambekov, was appointed in June, after a mass killing of 14 frontier troops in a remote Kazakh outpost near China the month before.

The Kazakh-Uzbek border stretches across 1,350 miles of Central Asian steppes and deserts.

Holiday Travelers Killed In Ohio Car Accident

The 2:30 a.m. head-on collision on Interstate 75 near Franklin took the lives of three adults and a 7-year-old boy and critically injured two other children.

Alcohol was a suspected factor. Investigators smelled liquor in the minivan that was going the wrong way and found a bottle of alcohol in the vehicle.

Joshua Nkansah, 40, of Fairfield was driving with his children when he turned his minivan around on the highway and started driving the wrong way. The vehicle hit another minivan carrying Scott and Michele Barhorst of Madisonville, Tennessee and their four children, who ranged in ages from 8 to 18.

Nkansah was killed along with his 7-year-old son, David, and 31-year-old Michele Barhorst. Scott Barhorst, 37, later died at a Cincinnati hospital.

Nkansah’s 4-year-old son, Darius, and the Barhorsts’ 9-year-old daughter, Haley, were in critical condition.

The Barhorsts were headed to St. Mary’s in western Ohio to visit the children’s grandparents for Christmas. Nkansah’s wife was home at the time of the accident.

Tough Year For Randy Travis

Travis was arrested in Sanger, Texas in the early morning hours of February 6 on a charge of suspicion of public intoxication. He was spotted in front of the First Baptist Church in Sanger with an open bottle of wine. Travis was taken to Denton where he was booked into the county jail and released a few hours later. Travis issued a public apology following the incident.

Travis’ legal woes didn’t end there. In August, he was arrested near his in home Tioga, Texas and charged with driving while intoxicated. He was found naked and lying in the road having crashed his 1998 Pontiac Trans Am off the side of the road and into several barricades in a construction zone. He also faced a charge of retaliation or obstruction after threatening a state trooper.

Less than two weeks later, Travis was cited for a Class C simple assault after he allegedly got into a fight with his girlfriend’s estranged husband, who was also cited, according to USA Today. The altercation took place in a church parking lot and alcohol did not appear to be a factor.

Travis’ lawyer Larry Friedman recently issued a statement to TMZ saying that the singer has given up alcohol and is focused on living a healthier lifestyle. He has reportedly returned to the studio to start working on a new album.

Marines Aim To Stop Alcohol Abuse

The United States Marines are trying to discourage alcohol abuse. This may be a good thing because people who drink don’t always make wise decisions. Sometimes they get behind the wheel and put other people at risk.

Starting next month, Marines at Camp Pendleton and other bases will be subject to random Breathalyzer tests twice a year under what is billed as the toughest anti-drinking policy in the U.S. military.

An order issued last week by Lt. Gen. R.E. Milstead Jr., deputy commandant for manpower and reserve affairs, calls for any Marine or sailor who tests positive at .01 percent or higher to be referred for counseling. Any Marine or sailor who tests .04 percent or higher will be referred to medical personnel to determine their fitness for duty.

Milstead’s order notes that while the new order “is primarily for deterrence and education,” nothing precludes commanders from handing out punishment. Each unit will have a staff non-commissioned officer to act as the alcohol screening program coordinator.

In California, a driver with .08 percent blood alcohol is considered drunk, and his or her driver’s license is immediately suspended. A single drink can lead to a positive test of .01 percent.

In September, a study by the U.S. Institute of Medicine, sponsored by the Department of Defense, found that binge drinking among military personnel in all branches has increased. In 1998, 35 percent of personnel admitted to binge drinking in the previous year. In 2008, the last year for which statistics were available, that figure had risen to 47 percent.

Noting that “alcohol has long been part of military culture,” the study’s authors, including professors from USC and UC San Francisco, called for better leadership from the top of the chain of command in curbing excess drinking. Among the recommendations was “routine screening for excessive alcohol consumption.”

Laguna Beach Star Busted For Drunk Driving

One-time “Laguna Beach: The Real Orange County” reality TV star Talan Torriero has pleaded guilty to drunk driving and has been sentenced to three years’ probation.

Torriero, 26, of Laguna Beach, entered a guilty plea December 10 to misdemeanor driving with a blood alcohol level of .08 percent or more, according to Orange County Superior Court records. The former reality star will serve three years’ informal probation, pay a $390 fine and enroll in a first-offenders program.

Torriero was arrested about 12:30 a.m. September 1 at Brooks Street and South Coast Highway in Laguna Beach. A Laguna Beach patrol officer said he spotted Torriero driving south on South Coast Highway and then making an illegal left turn.

The officer said he pulled over the actor and noticed he appeared to be intoxicated. Torriero was arrested after failing a field sobriety tests.

According to IMDB, Torriero tried his hand at acting with appearances in several films after the cancellation of the hit MTV show.

He was also once romantically linked to Pussycat Doll Nicole Scherzinger and was engaged to Kimberly Stewart — rocker Rod Stewart’s daughter — for a week, according to People magazine.

Gun Violence In Newport Beach

Last Friday, a lone gunman entered an elementary school in Connecticut and opened fire. He killed himself, along with 26 people. Among the dead were 20 children.

It could have happened again at Fashion Island in Newport Beach, but it didn’t.

Sadness for far away victims turned to up-close terror Saturday evening as shots rang out at Fashion Island, sending holiday shoppers scrambling for their lives.

One person is in police custody after “at least 50 shots were fired” near the eastern Macy’s store entrance at the crowded outdoor mall. No one was hit by the shots. One person suffered a minor injury running in the aftermath of the shooting, but they were treated and released at the scene.

Late Saturday, the shooter was identified as Marcos Sarinana Gurrola of Garden Grove. Gurrola doesn’t appear to have a criminal record.

Lowe said the first 911 call was made at 4:35 p.m. She said a 42-year-old white male was in the parking lot firing shots into the air and into the ground. The shooter put the gun down, and was intercepted and arrested without a struggle by two Newport Beach bike officers.

In the parking lot, police focused their attention on a white Honda Civic with an exposed black handgun sitting on its trunk. Six shell casings were on the ground next to the car. A black jacket and Lakers cap were also sitting on the trunk of the car.

One witness said she saw the suspect in a white shirt shooting into the air. He wasn’t aiming at anyone.

Witnesses said the shooting was especially scary because the thoughts of the elementary school massacre in Newtown, Connecticut, where 26 people were killed Friday, were still fresh in their minds.

Witnesses said they began hearing shots just before 5 p.m. The sound triggered mass chaos and confusion.

Mobs of people ran away from Macy’s. They ducked into clothing stores, the movie theater and other businesses.

In the aftermath of the shooting, Orange County Sheriffs deputies could be seen patrolling the outdoor mall in flak jackets and military-style helmets and carrying rifles.

The suspect was standing next to his vehicle at the time of the arrest and advised officers there was more ammunition in the trunk of his car. As a precautionary measure the Orange County Sheriff’s Department Bomb Squad was called in to remove the ammunition from the vehicle.

During the incident and for a short time following, several stores in Fashion Island secured their doors as a precautionary measure, however most stores remained open throughout the evening.

Jet Linked To Jenni Rivera’s Death Raises Questions

The plane crash that killed Latin music sensation Jenni Rivera has raised many questions that have produced few answers.

So far, this much is clear: Jenni Rivera, one of the most celebrated artists in the Latin world, died when her private jet went into a dive. The plane plummeted nose-first, 28,000 feet in 30 seconds, leaving its wreckage — and the remains of Rivera and six others — splayed across the side of the mountain like a wash of pebbles.

The investigation at the remote Mexican crash site is now in full swing, and authorities have not said whether they suspect maintenance problems or pilot error. But scrutiny has fallen on the plane and its pilots, one of whom was 78 years old. Interviews and documents link the jet to a troubled company — and an executive who was once imprisoned for faking the safety records of planes he bought from the Mexican government and sold to private pilots in the United States.

According to federal aviation records, the Learjet 25 carrying Rivera from a performance in Monterrey, Mexico, was built in 1969 and was owned by a Las Vegas company called Starwood Management LLC.

A Starwood executive, Christian E. Esquino Nunez, was accused of conspiring with associates in the 1990s and 2000s to falsify records documenting the history of planes they bought and sold — tail numbers, inspection stamps and logbooks. Esquino’s “fraudulent business practices … put the flying public at risk,” federal authorities argued in documents.

Coughlin prosecuted the case against Esquino in 2005, resulting in a guilty plea that sent Esquino to a federal prison in Lompoc, California for two years.

After his release from prison, Esquino was deported from Southern California to his native Mexico, where he lives today.

For 20 years, Esquino has been embroiled in a briar of legal allegations, many involving airplanes — a bankruptcy and a restraining order, criminal indictments and civil judgments, cocaine-distribution charges, even a role in an alleged conspiracy to airlift relatives of the late Moammar Kadafi out of Libya.

On Wednesday, Esquino said by telephone from Mexico City that the flight was not a charter as authorities have said. Rather, Rivera was in the final stages of buying the plane from Starwood for $250,000; the flight was offered as a free “demo.”

Esquino, 50, described himself as Starwood’s operations manager, and said he understood why his past would place him under scrutiny in the wake of the accident.

However, he said, the jet was perfectly maintained. He said the only conceivable explanation for the crash was that pilot Miguel Perez Soto suffered a heart attack or was incapacitated in some way, and that a younger co-pilot, Alejandro Torres, was unable to save the plane. (Authorities stressed that they have not determined a cause of the crash or whether the plane had any problems.)

Esquino said it was not a mistake to put a 78-year-old pilot at the helm of the flight. Perez had a valid license to fly in Mexico, authorities said Wednesday, but U.S. aviation sources said that in the United States, Perez was licensed to fly only under conditions that didn’t require the use of instruments and was not allowed to carry passengers for hire.

Esquino said he had known and trusted Perez for 30 years. “I couldn’t think of anyone more qualified,” he said.

Rivera, 43, a famed Mexican American performer, mother of five and master of a growing international business empire, was killed Sunday when the private jet carrying her and four members of her entourage crashed near Iturbide, Mexico.

Rivera had sold 20 million albums, lived in a massive estate in Encino, was preparing to make her American network television debut and was at the height of her career.

The same plane, according to U.S. aviation records, sustained “substantial” damage in 2005 when a fuel imbalance left one wing tip weighing as much as 300 pounds more than the other. The unnamed pilot, despite having logged more than 7,000 hours in the air, lost control while landing in Amarillo, Texas, and struck a runway distance marker. No one was injured.

Esquino called that accident “minor” and said the plane had flown without issue for 1,000 hours since then.

Starwood formed in March 2007, two months after Esquino was released from prison. He probably knew, federal officials said Wednesday, that he would be unable to receive a license to buy and sell U.S.-registered aircraft following the federal charges and his deportation. Nevada employment records list Esquino’s sister-in-law, Norma Gonzalez, as the sole corporate officer of Starwood. But according to allegations contained in court documents, it was Esquino — who has operated at times under the name Eduardo “Ed” Nunez — who was actually running the show.

According to a lawsuit filed in October in Nevada by an aviation insurance firm, Esquino is the “alter ego” of Starwood and had signed numerous documents on behalf of Starwood, including applications for insurance.

Stephen S. Kent, a Reno attorney who represented QBE Insurance Corp. in the main Starwood case, alleged that Esquino launched Starwood specifically to “get around” the rules restricting a foreign national’s ownership of U.S.-registered aircraft.

Esquino has disputed that characterization in court, and said Wednesday that he was stumped by what he described as a fixation over his role at the company. He said that Gonzalez, who could not be reached for comment, is indeed the owner of the company, but that “I’m the one with the expertise.”

Esquino had been tangled in legal problems for years. In 1993, he had pleaded guilty in federal court, according to his attorney, of conspiracy to possess and distribute cocaine. Later in the 1990s, according to court documents, his attorney acknowledged that Esquino knew that he had been the target of a DEA investigation into drug trafficking; he was not charged in connection with that investigation and Esquino said Wednesday that the notion he has ever been involved with trafficking is “absolutely wrong.”

In 2000, he was accused of helping to drive an air charter company that had operated out of the Chino, California airport into bankruptcy; that company obtained a restraining order against him. Last year, according to published reports, he testified to Mexican authorities that Starwood had been hired to fly relatives of Moammar Kadafi out of Libya.

Esquino, according to court documents, was ordered to pay Williams $100,000. So far, Williams said, he has received $1,300.
